Joe St. Dennis was the only commissioner to vote it down. The site plan shows the details of the project that developer Jerry Rutter plans to build on approximately two acres of the city's waterfront and Lake Street area.

The $15 million mixed-use project will include 2,000-square-foot residences, retail shops, a bank, a restaurant, a fitness center and a 24-slip marina. The marina must receive approval from the state Department of Environmental Quality and the U.S. Army Corps of Engineers.

The site plan shows that the waterfront building is three and one-half stories. The other buildings are two and one-half stories.

Planning director Dan Reed said the project meets central business district zoning regulations and complies with the city's overall master plan and its waterfront master plan.
